Por qué existe este código
El manejo de combustible a granel implica grandes cantidades y trasiegos frecuentes, por lo que las liberaciones de vapor son rutinarias y las áreas clasificadas son amplias e implacables.
Where 514 is the retail island, 515 is the tank farm and terminal feeding it. The volumes are huge, tank trucks and rail cars get loaded at racks, and vapor is part of daily life. So the classified zones around tanks, vents, pumps, and loading points are drawn generously, and bonding of vehicles during transfer becomes a safety cornerstone.
Loading racks are where I concentrate. A truck getting filled has to be bonded before flow starts so a static charge cannot arc as the liquid churns. The wiring is heavy-duty classified work, but the human procedure around bonding is what actually keeps a terminal from becoming a headline.
When it applies
Article 515 covers bulk storage plants where flammable liquids are stored and transferred in quantity. It classifies the areas around tanks, pumps, loading racks, and vents, then sets the wiring, bonding, and grounding rules that follow from those classified zones.
Common mistakes
- Misjudging the extent of a classified zone around a vent or loading point and installing unrated equipment just inside it.
- Neglecting the bonding and grounding of tank trucks and rail cars during transfer, where static is the real ignition risk.
- Assuming outdoor equals unclassified. Vapors pool and drift outdoors too.
In the field
At a fuel terminal I audited the loading rack and found a static bonding cable with a corroded clamp that barely made contact. During a transfer, static that cannot bleed to ground is exactly what lights vapor. I replaced the bonding assembly and verified continuity before any truck loaded again. In a bulk plant, the boundaries of the classified zones and the bonding of what moves through them are where the safety lives.
