The rule treats the space near the floor as classified because that is where fuel vapor settles. Receptacles, wiring, and equipment within those zones follow hazardous-location rules; above the line, ordinary methods can return.

The rise of EVs and their charging equipment has reshaped how we think about these garages, but the vapor-pooling logic near the floor has not changed.

When it applies

This covers commercial buildings where vehicles are serviced or repaired. The concern is gasoline and other flammable vapors, which are heavier than air and pool near the floor. So the code draws classified zones, typically the lower band of the space and areas around fuel systems, where wiring and equipment must be suitable for that hazardous location.

Common mistakes

In the field

Before I set any box in a repair bay I mark the classified height on the wall in chalk and treat everything below it as hazardous. Vapor does not read the plans, it just finds the lowest live part.
